This need often arises out of Mooers’ Law, defined in 1959, which states that “an information retrieval system will tend not to be used whenever it is more painful and troublesome for a customer to have information than for him not to have it” (Mooers, 1960, p. 1). This law supports the idea that if a system is easy to use, the information contained in it is more likely to be used. Unfortunately, this has not been the corollary of the law (Austin, 2001). Mooers actually lamented the fact that accessing information is painful and troublesome, because reading it, understanding it, and thinking about it can be the source of more frustrations than not having information at all.

Given this discussion, we can see that numerous problems are associated with the value of information. Value exists in a number of ways, monetary and exchange, intrinsic or extrinsic. It is easy to suggest that information has value, but eminently difficult to demonstrate this and to define which types of value are actually attached to information. It is fair to say, however, that information has no value per se or no intrinsic value simply because the value of information is relative, depending on the context, the actors involved, the circumstances, or the issues at stake.

Cognitive, affective, time, and money). As we can see, the notion of value is not only complex but also multidimensional because it encompasses the multiple perceptions of users. Beyond their differences and difficulties, one thing is common to all of these approaches. They all make the assumption that using information generates some form of benefit and improvement to performance or productivity. From a more practical point of view, information use can be viewed as beneficial for at least one of four reasons.
